October 16, 2007 Oct. 16 (Bloomberg) -- China Citic Group, the overseas investment arm of the Chinese cabinet, may buy a stake in Bear Stearns Cos., the U.S. securities firm hit the hardest by the collapse of the subprime mortgage market. Citic Group President Chang Zhenming said his company is interested in Bear Stearns, confirming comments by Jiang Dingzhi, vice chairman of China's banking regulator, at the Communist Party congress in Beijing today. Chang wasn't more specific. An investment in Bear Stearns, a Wall Street institution that survived the 1929 stock market crash and the Great Depression, would underscore the growing ambitions of China's financial companies. Bear Stearns's market value has declined 26 percent this year to $17.4 billion on U.S. mortgage-related losses. The New York-based firm is worth less than half as much as Citic Group's brokerage affiliate, Citic Securities Co. ``At the moment, Bear Stearns is a bargain,'' said Arthur Lau, who helps oversee $50 billion at JF Asset Management Ltd. in Hong Kong. ``For China, it's important to have a platform to learn what investment banking is.'' Bear Stearns rose $1.15 today to $121.84 in German trading. The stock is the worst performer of the five largest U.S. securities firms this year, and its drop compares with the 15 percent gain of Goldman Sachs Group Inc., the industry's most profitable company. Russell Sherman, a Bear Stearns spokesman in New York, didn't immediately return a call to his mobile phone after business hours. Ai Ogawara, a Tokyo-based spokeswoman for the company, didn't respond to phone messages seeking comment. Other Buyers Bear Stearns held discussions with Citic Group, which is controlled by China's State Council, after Chang, a former China Construction Bank Corp. president, returned to Citic in July 2006, Forbes.com reported in August. Chang said yesterday that he has known Bear Stearns Chief Executive Officer James Cayne, an avid bridge player, since 1992 when ``we played cards together.'' Citic Group, which raised $1 billion in May in its biggest dollar-denominated bond sale, may face competition for Bear Stearns. Warren Buffett, the billionaire chairman of Berkshire Hathaway Inc., Bank of America Corp., Wachovia Corp. and China Construction also may be interested in purchasing a stake, the New York Times reported Sept. 26. Billionaire Joseph Lewis, the British-born, Bahamas-based currency trader, paid $860.4 million for 7 percent of Bear Stearns in September. Cheap Stock? The collapse of two Bear Stearns hedge funds following wrong-way bets on U.S. subprime mortgages and the subsequent ouster of Co-President Warren Spector has shaken investor confidence in Cayne, the firm's CEO for the past 14 years. Bear Stearns trades at 1.38 times book value, compared with 2.71 for Goldman, 2.06 for Morgan Stanley and 1.69 for Merrill Lynch & Co., according to data compiled by Bloomberg. Its price- to-earnings ratio of 9.8 trails the 16.5 average among companies on the S&P 500 Index. ``Using standard valuations, Citic might find Bear Stearns a bargain, but in fact it's not,'' said Han Gang, who helps oversee the equivalent of $8 billion at Great Wall Asset Management Co. in Shenzhen. ``The subprime crisis isn't over yet.'' `Weather the Storm' Bear Stearns President Alan Schwartz said on Oct. 4 that the company will ``weather the storm'' and isn't looking for funding from an outside investor. Cayne, speaking at a presentation to investors the same day, said he would consider a potential partner only if the deal ``brings along geographic, strategic value to us.'' China Citic Group was established in 1979 by former Chinese Vice Premier Rong Yiren to attract foreign capital as the nation began free-market reforms. It has 44 subsidiaries spanning industries from brokerage and banking to oil exploration. The company, with 929 billion yuan ($124 billion) of assets at the end of 2006, posted profit of 6.1 billion yuan last year. It owns 26 percent of Citic Securities, the Chinese brokerage whose market value has more than quadrupled this year to $50 billion, making it Asia's largest securities firm. The company also controls 62 percent of China Citic Bank Corp., which raised $5.95 billion in a Hong Kong initial share sale in May. Citic Securities reported today that nine-month profit increased to at least 8 billion yuan from 944.9 million yuan a year earlier, driven by stock trading in a market where the benchmark CSI 300 Index almost tripled this year. Banking Takeovers Jiang's comment about Citic Group bidding for Bear Stearns came as he was discussing efforts by Chinese financial companies to expand abroad through acquisitions. China Minsheng Banking Corp., the nation's first privately owned bank, this month said it may buy a stake in UCBH Holdings Inc., the biggest bank serving the Chinese community in the U.S. The announcement followed overseas takeovers by rivals Industrial & Commercial Bank of China Ltd. and China Construction Bank in the past year. ``We are seeing an acceleration of Chinese financial institutions expanding abroad, such as China Construction Bank's purchase of Bank of America's Hong Kong unit, Citic Bank bidding for Bear Stearns, and China Minsheng Banking Corp. acquiring UCBH,'' Jiang said. |
